HOLLAND (WHTC-AM/FM) — Holland City Council is set to meet starting at 5:30 p.m. today, March 13, 2019, to discuss having an official city flag, among other topics. (See the complete packet.)
The meeting agenda includes an Outdoor Discovery Center update on DeGraaf Nature Center partnership, a Project Clarity presentation, updates on the downtown traffic study; 2019 road projects, proposed purchasing ordinance amendments, and an MDOT Requirement for Pavement Warranties, as well as a discussion on a city flag.
Purchasing rule changes would include shifting price thresholds upward:
- No purchase order: Existing upper limit of $500 would rise to $1,000
- Quotes: Existing range, now $500 to $2,000, would become $2,000-5,000
- Competitive Bids: The current $2,000-$10,000 would rise to $5,000-$20,000
- Sealed Bids: Now needed for $10,000 or more, the proposal would lift that to $20,000 or more.
City council members are also considering giving the purchasing coordinator the ability to spend up to $50,000 for professional services, minor construction services and other contractual services without prior City Council approval, if those items were approved in the annual budget.
Another change would give City Manager Keith VanBeek the ability to sign city contracts for $20,000 or less with non-profits, if the plan is included in the city’s annual operating budget.
