HOLLAND, MI (WHTC) – Holland’s first black City Councilman was sworn in on Wednesday evening. Quincy Byrd was appointed on a 7-1 council vote last Thursday to fill the at-large seat vacated when Nancy DeBoer was elected Mayor last month. The swearing in ceremony kicked off the regularly-scheduled bi-weekly council study session where the panel was updated on energy-related budgets, reviewed a Tulip Time request for a new sound system and consider a proposal for selling four acres of vacant land in Holland Township that had been used as a police firing range before a residential development was built nearby.
