DETROIT (WKZO) -- U.S. Bankruptcy Judge Steven Rhodes is raising concerns on a number of issues related to Detroit's filing for Chapter 9 bankruptcy.

The judge asked attorneys why the city had appeared to be very secretive about giving creditors access to financial projections and other reports related to the city's financial standing.  The American Federation of State, County, and Municipal Employees had raised concerns before a meeting with Emergency Manager Kevyn Orr's staff last month.

City lawyer Gregory Shumaker told the court information should not be given to the public because of "what might develop."  Rhodes responded saying "speculation and conjecture are not the basis for confidentiality."
