KALAMAZOO (WKZO) -- Proposal Four in Michigan - the question voters will decide on regarding a home care council - is touted as a big plus for those who will need to find home care in Michigan.

"This council would actually oversee a registry that links home care recipients with pre-screened home care providers in their area," Kerry Ebersole tells WKZO.

Ebersole, the campaign manager for proposal four, said it would also be good for home care workers.

"[It provides] access to critical job training," she said. "It actually saves taxpayer dollars and avoids nursing home costs."

The proposal also seeks to provide collective bargaining rights for in-home care workers, which has Governor Rick Snyder urging voters to defeat it.

"We want to see good care for our seniors, but this is more about...the SIU...collecting $6 million a year in dues and in a number of cases from people in the home taking care of relatives - they're not actually state employees," Snyder told WKZO a few weeks ago.
