GRAND RAPIDS, MI (WHTC) - The father of Hope College coed Emma Biagioni has filed a lawsuit against the federal government, saying that air traffic controllers in Muskegon failed to properly and promptly help David Otai nearly three years ago when he lost control of his plane in heavy fog and crashed just outside of West Michigan Regional Airport. The wreck killed both he and Biagioni. Peter Biagioni is seeking unspecified damages for gross negligence.
