ALLEGAN, MI (WHTC) - An internal investigation is being conducted into allegations that the administrator for the Allegan County Animal Shelter Office had a litter-invested house in Grand Rapids last October following the escape of several dogs there. Julie Kowal has been placed on administrative leave. It is reported that there had been six such investigations over a five-year span at that home. Kowal has worked at the Allegan office since January.
