LANSING (WKZO) -- The Michigan Court of Appeals has ruled a law that withheld a portion of school employees' pay for retiree health costs is unconstitutional. The court says law violated both the Michigan and U.S. constitution because it impairs contracts and takes money without the permission of the employee. The money deducted has been held in escrow after a lawsuit challenging the move was filed by a teachers' union and other groups.
