LANSING (WKZO) -- Michigan's unemployment rate jumped in July by four-tenths of a percentage point to 10.9-percent. Trying to remain optimistic, the state director of the Bureau of Labor, Rick Waclawek says the number is still below last year's levels. Michigan's unemployment rate compares with the national rate of 9.1-percent.
