(Saginaw, MI)  --  Michael Bouchard, Republican candidate for Governor, outlined his plans for making major changes in Lansing.  Among the highlights of those plans is requiring a super majority vote in the Legislature for tax increases.  He also wants to require state agencies to post every check online for taxpayers to review as well as posting state employee salary and benefit information.  Bouchard wants the Legislature to shift to part-time and he wants a requirement that the state budget is in place by May 15th or legislators will have their pay docked.
