(Washington, DC)  --  A total of 16 states were chosen from 41 applicants for federal stimulus money aimed at improving education.  Michigan was not one of the "Race For the Top" program finalists announced yesterday morning by the U.S. Department of Education.  The program awards funds to states who outline detailed plans to improve education.  Michigan representatives issued a 631-page plan to show how they would use their portion of the money.  State officials say they will implement those plans whether or not they get federal funding.  Michigan will have the opportunity to apply for a second round of funding in June.
