Proposal # 4 Would amend the State Constitution. would establish Michigan 
Quality Home Care and provide collecdtive bargaining for in home workers.

It requires MQHCC to provide training for in-home care workers and create a registry of workers who pass background checks and financial services to patients to manage the cost of in home care.

I don't see a provision for family or spouses to provide in-home care and to get paid for their services.  Would a spouse need to join a union to provide that care and would he or she have to pay a portion of what he or she is paid to support the union?  The wording leaves me with some questions.  Would interim care be provided while the care-giver attends classes?
