Very few Americans did not rejoice at the new unemployment figures.  The 7.8 rate was great after all these years above 8%.  It certainly was convenient for the President to have it arrive just before election day.  The former CEO of GE doubts the figures are accurate.  Could it be that they have a Chicago adjustment?  You will have fo be the judge of that.
