PRESIDENT Obama did a "victory lap" in Burma Monday in his bare feet.  He is in the area for a meeting of those countries that are friendly to the USA.  He will also leave a token offering of a few million dollars in foreign aid, while he is there.  Obviously our treasury is overloaded.
