(New York, NY)  --  Police are arresting another upper Manhattan resident for an alleged case of animal abuse that was caught on tape.  The NYPD is releasing a surveillance tape showing 31-year-old Tiara Davis swinging a dog on its leash and kicking the little pooch inside the elevator of the Grant Houses.  The alleged incident took place early Sunday morning and Davis has been charged with animal torture.  The Grant Houses is the same Morningside Heights public housing complex where Chris Grant was captured on surveillance video last week abusing a small dog.
